Following the one-year-old, Sub-Decree No. 131 on the Conditions and Measures for Fire Prevention and Firefighting issued by the Royal Government of Cambodia on 18 August 2017.

the new Sub-Decree issued on Monday 2 June 2018 aims to set a standard for buildings to be equipped with fire-preventing measures and extinguishing systems.

The new sub-decree is composed of seven chapters with 27 articles providing management and inspection of building in order to meet the new standards. The inspections will be led by the Police which will be able to issue sanctions to non-complying building owners.

Prior to the sub-decree, commercial building owners were not required to install their own fire-prevention systems. However, the new sub-decree provides new obligations undergone by commercial building owners to submit their plans in order to be verified and recognized by the national police or provincial police prior to beginning construction of the building[1].
